Roger Starnes, Chair for the Sabina Neighborhood Watch, attended the Sabina Village Council Meeting tonight (08/13/26 at 7pm) and has the following down as topics discussed:
- Building Permits – 3 permits were noted, residents were in attendance, and all 3 were approved by Council.
- AES Case – A gentleman named Mr. Rupert, addressed Council tonight in the case between the Village of Sabin and AES in regard to AES wishing to install high-power lines through parts of Sabina. He said the OPSB filed a report for Sabina and what normally takes about 90 days for a decision has been over 180 due to the issues. He also said there are normally about 5-6 “Potentials” as he called it, my take was that meant “Problems” between AES and Sabina. There are 17 of these for this case. The case has until 09/08/26 to be decided for Accepting, Denying or Modifying the plans. The main issue is where the lines cross Sabina’s wells. 2 wells will be in the way, and 2 future wells are too. It was suggested that residents of Sabina look into this and make public comments. These may weigh in favor of Sabina once the case is wrapped up.
- Seat Taken – Donna Clevenger made her intent to take one of the open seats on the Village Council. Council accepted her and she was sworn in.
- Mayor Report
- Jeff Lemmons was finally made official Police Chief of Sabina!
- Joe Kessler (?) has been added to the Street Department.
- 22 backpacks were purchased for kids at Sabina Elementary from donations.
- Autumn in Eden plans are still underway! Vendors are still being asked to submit applications to Mayor Danielle Johnson. See Village site.
- Village Admin – Carol Carrier is working on a Business Spotlight for local businesses. Sounds like there are papers or an application that local businesses can submit to the Village for consideration.
- 2 Scoops – A coffee truck called 2 Scoops is supposed to be in the Village soon, but I missed the date/time.
- New Street Signs – Jonathan shared that a number of missing or damaged street signs for roads and streets have been replaced! One road sign he brought to the meeting was for “HUNTS ST” that should have been “HUNT DR” as that was the proper name of the street! Fixed!
- Lead Pipes – The Village has received another grant to help remove/replace the lead lines in town.
- Snowplow School – Steve Carroll and Johnathon (?) will be going to snowplow school for the Village to better deal with clearing roads and streets after snow.
- Handbook – Jonathan is working on creating a Handbook for the Village. He said he is on page 30 of what will likely be 110 pages.
- Emergency Siren – B & C of Chillicothe, Ohio helped the Village get work done on the emergency siren and replaced the batteries.
- Storm Debris – The Village is helping Sabina residents deal with fallen trees, limbs and branches by doing a cleanup. Check with the Village about dates. Be sure limbs and branches are bundled up for pickup.
- Tall Grass – Residents with tall grass are still being issued warnings and if unheeded, yards are being mowed by the Village. Residents have a limited time to pay for the work, otherwise the price doubles and will be assessed on your taxes each time the property is mowed by the Village. So, keep your yard trimmed!
- Council decided to give residents another week on current warnings due to the rain we have received the past couple of weeks.
- Police Levy – The Police Levy is ready to be put on the books for voting this fall. This is a renewal not a new increase. The Village Council and Chief are asking the residents of Sabina to support and encourage votes for this renewal.
- Sabina Pool – The Village may be working with a third-party to help maintain the pool next year. – The pool will be having a party to thank the staff for the pool for their work this year. I did not catch the day or time of this so check with the Village.
- Resolutions
- A vote to transfer funds and declare an emergency.
- A vote for a grant application for the Solid Waste District for the trash clean-up next year.
- Emergency Session – Declared around 8:20pm and visitors left. Including me.
